About the hospitals in Ljubljana Slovenia

As one of the largest employer in the region, however, there are reasons to be worried about as complete service is in the brink to collapse because of non investments and non UpToDate services.   


With its 31 clinics and 5 institutes, it offers patients in the region and beyond minor level of inpatient and outpatient medical care.


For example, The Infectious Diseases Clinic of the University Medical Centre (UKC) Ljubljana is experiencing an increase in the number of patients.

The clinic is so busy that patients are in the corridors.

Of course, it is not just a physical shortage of hospital beds, a hospital bed is actually the cheapest thing that can be bought, but the UKC does not have enough staff.


However, this is not just a shortage of employees at the Infectious Diseases Clinic, but in the entire healthcare system of Slovenia what is the reason of decision at The Zdenko Kos Foundation to invest heavily into new hospitals in Slovenia as well into students of local medical Universities and staff.

There are no official data available, all are assumptions on previous data. However overall the picture of existing hospitals in Ljubljana capacities and work would be as follows:


  • Over 8,000 employees in medicine, nursing and administration (incl. subsidiaries)
  • Around 260 students at the Faculty of Medicine and at the Faculty of Health in Ljubljana
  • 110 trainees of High School of Pharmacy, Cosmetics and Health in Ljubljana
  • over 2,500 inpatients per year
  • Over 2,400 outpatient quarterly cases
  • 2,218 beds in all hospitals in Ljubljana
  • 202 beds in addition at greater Ljubljana region
  • In 2024, 1,829 children were born in Ljubljana region
  • The average length of stay at the hospital in 2024 unknown (no official data).


According to the data we have obtained, it has been confirmed that in just one week from 23 to 29 November 2023, a total of 755 people (not only due to Covid-19) died, which is 94 percent above the five-year average.


Excess deaths represent a more comprehensive way of comparing the consequences of the pandemic between countries, as it is a statistic that includes all deaths regardless of whether they are direct or indirect victims of the pandemic. However, we cannot conclude on the basis of excess mortality alone about where the virus has caused the most devastation, as excess mortality also reflects to a significant extent the structure and habits of the population, how successfully countries have dealt with the epidemic and how robust their health, social care and economic support systems are.

The Statistical Office also finds a similar conclusion, where they wrote for October that there were almost 27 percent more deaths than in the same period last year.


Excess mortality (i.e. the excess number of deaths compared to the average number of people who died in previous years in the same period) in the first ten months of this year amounted to 4.5 percent, which means that 4.5 percent more people died in the aforementioned period than on average in the same period in 2015-2019.

The current hospitals capacities of the existing Ljubljana's hospital does not cover the needs of the city of Ljubljana and its surroundings.


It is extremely important for us that Ljubljana as a city has Faculty of Medicine and as well the Faculty of Health not to mention nursing school, which is of great importance for our work both in Slovenia and elsewhere in Europe and even in the United Kingdom.


We are working to start to build a new state of the art hospital with 1037 beds (all departments) and separate department for 66 beds for cancer patients only totalling 1103 beds.

The project is going to cost hundreds of millions of Euros along with all the equipment which would all be financed by Zdenko Kos MSc MEc BScEcon(Hons) MBE directly; This project in Ljubljana (Domžale) will create over six thousands of new jobs.


Speaking during a funding announcement in London in July 1, 2025 the founder Zdenko Kos mentioned that he firmly stands on site for today’s hospital announcement in Ljubljana (Domžale) as well for further two hospitals in  Maribor and Celje. 

“We’re investing more than €700 million for three new private hospital projects across Slovenia.

The first one will be hospital in Ljubljana (Domžale) which I personally would like to name as Hospital of Dr. Marcus Antonius Plenčič*."

All three new hospital in Slovenia will have in total 3,386 beds of which 302 specially just for the cancer patients. All three hospital will create over 17,500 new jobs.

“The new hospital will provide an incredible opportunity to transform the current (none)care for patients in Slovenia, and it is our respond for such needs in Slovenia."


In this case so far new hospital in Ljubljana (Domžale) is concerned, we are talking about mutual benefit.

The hospital in Slovenia, Ljubljana (Domžale) on hold. Instigated and funded by the Z Kos Foundation, their founder started with his request directly to the top and addressed it to the Slovenian government.


There did not appear to be much enthusiasm to let Zdenko Kos do something like this. The Kos architects required a minimum 30,000m² of land for a 1103 bed hospital of with special department for caner patients with 66 beds of 1103 beds and in addition 10,000-20,000m² nearby for hospital staff accommodation.


The decision need to be make as soon as possible as we have to be aware how long normally takes from steps 1to 5 where costs of money is getting higher and higher from day to day and as such prices for building are going up with every year lost by doing nothing.


The five steps to build a new hospital are:

  • Where to build the hospital
  • Getting the site ready
  • Designing the hospital
  • Getting planning consent
  • Start building the hospital


The length from 1-5 could be 3 years even to start with building.

The entire pack has been submitted with solicitor's firm in Slovenia who are responsible to apply for Planning Permission for building the hospital as proposed.

Due to the solicitor's advice till Planning Permission is not granted by the Slovenian authorities, the entire plans and drawings not to be shown as there might be some changes to be made on request of the Slovenian authorities.
